Businesses not complying with Sections 804.01 through 804.05 and not having a valid permit in force shall be entitled to response by the Police Department except that in addition to the charge set forth in Section 804.03(a), such a business shall be fined fifty dollars ($50.00) for not having a valid permit as well as ten dollars ($10.00) for a permit issued.
