(a) When a plat meets the requirements set forth in this chapter, the same may be approved by the Engineer and the Planning Commission, and thereafter the same may be presented to the Council for its approval for record purposes only, which approval shall not be deemed an acceptance of the dedication of the streets shown on said plat. No plat shall be approved for record purposes unless and until the sewer and water improvements have been installed in the streets shown on said plat. Prior to such installation, and to enable the allotter to install such sewers and water mains, the Council may, by ordinance, confirm the location, width and termini of such streets, which confirmation shall bind the Village only so far as the location, width and termini of such streets are concerned.

(b) No final approval of the Council of said plat shall be granted or the dedication of the streets accepted unless, except as herein provided, the underground improvements have been installed, completed and approved by Council, as provided in Section 1244.04, and until said improvements are installed in accordance with the rules and conditions set forth in Chapter 1244.
(c) When the street improvements set forth in subsection (b) hereof have been installed to the satisfaction and meeting the approval of the Engineer, then, upon his or her certification that they have been so installed in accordance with the requirements herein set forth, in accordance with the latest standard plans and specifications and in accordance with the established grade, the Council, finding the same to have been so installed, will approve the plat and accept the dedication of the streets shown on such plat.
