1244.04   SEWER AND WATER MAINS.
   (a)   Sewer and water mains must be installed in accordance with the latest standard plans and specifications, prepared by the Engineer, approved by the Council and filed with the Clerk/Treasurer, depending on the availability of the facilities therefor and under the following conditions:
      (1)   Where water mains and sanitary sewer facilities are not available, storm sewers adequate for the drainage of the street and the lots fronting thereon and the natural drainage intercepted by said street must be installed. Evidence must be furnished to the Engineer and the Council that adequate water supply means and sewer outlet means meeting with the approval of the Engineer, the Council and the public health authorities are provided for each of the lots of the subdivision.
      (2)   Where water main facilities are available to the subdivision, water mains meeting the approval of the City of Cleveland Division of Water and the Engineer, together with curb connections for each lot in said subdivision, must be installed.
      (3)   Where sanitary facilities are available to the subdivision, sanitary sewers, together with curb connections for each lot, must be installed. Such sanitary facilities must be first approved by the Engineer and any other authority having jurisdiction in such matter. Curb connections also must be installed for storm sewers for each lot when sanitary sewers are installed.
   (b)   When such sewers and water mains have been installed satisfactory to and meeting the approval of the Engineer, then, upon his or her certification that the same have been installed in accordance with the requirements herein set forth, the Council, finding the same to have been so installed, will approve such installation and will approve the plat for record purposes only.
   (c)   In cases of sewer installations, storm or sanitary, before the Engineer shall be required to issue said certificate or the Council to approve such installation, and to enable the Engineer and Council to be satisfied that such sewer is free and clear of all foreign substance and there is nothing present to prevent the free flow of sewage and/or storm water, the allotter or the contractor installing the sewer system shall cause to be made photographs of the entire sewerage system so installed, thereby showing that the sewerage system has been constructed upon sound engineering bases and free from defects, that the sewerage system is free of any and all accumulations of foreign substances, and that the passage and flow of sewage and/or storm water will be free, clear and unobstructed. Such photographs shall be delivered to the Engineer, who shall file the same with his or her certificate, and become the property of the Village. If, in the discretion of the Engineer, the sewers are large enough for a visual inspection to be made, in lieu of photographs, such visual inspection shall be made and a report of such inspection shall accompany the Engineer's certification.
   (d)   The cost of such photographs, photographing and/or visual inspection shall be solely at the expense of the allotter or the contractor installing such sewerage system.
