It shall be unlawful for any person to place or cause to be placed, or maintained, on any of the sidewalks of this city, any refuse, cans, boxes, barrels, cordwood, stands, incumbrances or obstructions of any kind or nature, except for the purpose of repairing and building and then only under the direction and supervision of the City Manager, and those incumbrances and obstructions so placed shall be removed within a reasonable time and in all cases upon the completion of repair work or building operations.
