§ 51.10  WATER RATES, CHARGES AND DEPOSITS.
   (A)   All premises connected directly or indirectly to the water system, except as hereinafter provided, shall be charged and shall make payments to the city in amounts computed on the basis of this section.
   (B)   The City Council shall establish appropriate rates and fees to the charged for water service furnished by the water system so as to adequately provide for ordained bond requirements and to preserve the financial soundness of the water system. The rates and fees shall be established by Council resolution based upon the recommendation of the city staff or designated parties.
   (C)   The city staff or designated parties shall periodically review the rates, fees, rules and regulations of the water system. The review shall be completed not less than one time per year fiscal year. Results of the review shall be reported to the City Council with respective recommendations for any adjustments.
   (D)   The city shall, from time to time, establish a customer service charge, as necessary, for miscellaneous services and related administrative costs associated wit the water system.
   (E)   The customer shall be charged a fee whenever the city is requested by the customer to turn on water service. There is no charge for a requested shut-off. Whenever the city is requested to provide turn-on or off services at times other than regular business hours of the city, there will be imposed an additional charge of labor and materials. The customer shall be charged $15 for late payment shut-off or turn-on. The fee shall be established in accordance with other sections of this chapter.
   (F)   All premises connecting to the water system shall pay a connection charge. The connection charge shall be billed and payable pursuant to § 51.04(A). The connection charge shall be established in accordance with other sections of this chapter.
