(A) Whenever the Building and Zoning Inspector finds that an emergency exists which requires immediate action to protect the public health, he or she may, without notice or hearing, issue an order reciting the existence of such an emergency and requiring that action be taken as he or she deems necessary to meet the emergency.
(B) Notwithstanding the other provisions of this chapter, the order shall be effective immediately.
(C) Any person to whom such an order is directed shall comply therewith immediately, but upon petition to the Building and Zoning Inspector, shall be afforded a hearing in accordance with § 151.39 of this chapter as soon as possible. After the hearing, depending upon its findings as to whether the provisions of this chapter and of the rules and regulations adopted pursuant thereto have been complied with, the order shall continue in effect, be modified or be revoked.
