§ 113.07 HANDBILLS TO BE SECURED.
   No commercial or non-commercial handbill shall be left, deposited, attached or delivered to any premises unless it is placed or deposited in such a manner as to secure or prevent it from being blown or drifted about such premises or any public place. United States mailboxes shall not be used for such purposes if prohibited by federal postal law or regulation.
