For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PRIVATE SECURITY. Refers to companies or persons who are hired by non-governmental entities to provide safety and protection of persons or property in the city, including but not limited to prevention of theft, the preservation of the peace and prevention of disorder, and control of the movement or parking of motor vehicles on public or private property.
