§ 73.07 REGISTRATION OF MOTORCYCLE REQUIRED.
   Before the owner of a motorcycle may operate it or permit its operation upon a highway, the owner must register the motorcycle in accordance with regulations issued by the commonwealth’s Transportation Cabinet.
