§ 70.08 PARKING ZONES FOR PERSONS WITH DISABILITIES.
   (A)   Any person requesting that the city establish a parking zone for the use of persons with disabilities shall submit a written request to the Chairperson of the city’s Road and Light Committee, which written request shall designate a reasonable location for the parking zone, and which written statement shall be accompanied by written proof of disability as is required for issuance of parking permits for persons with disabilities that are available from the commonwealth or its agencies and officials, and a deposit in an amount as determined by the Chairperson of the city’s Road and Light Committee for any expenses incurred by the city in designating the parking zone for persons with disabilities. Any amounts not expended by the city from the deposit shall be returned to the applicant.
   (B)   After review by the city’s Road and Light Committee Chairperson, the Chairperson is authorized to designate the area requested, or a nearby accommodating area, as a parking zone for persons with disabilities, and shall be authorized to erect such signage and markers as may be necessary to clearly designate the area as a parking zone for persons with disabilities, which zone shall, however, not be for the exclusive use of the applicant, but shall be open for use by any vehicle displaying a parking permit for persons with disabilities.
   (C)   Acting upon information and belief, the Chairperson of the city’s Road and Light Committee is further authorized to terminate a parking zone for persons with disabilities upon notice of a change of circumstances rendering the previously established parking zone for persons with disabilities no longer necessary or no longer reasonable.
