The use of the facilities in the City Hall shall be limited to the following bodies and groups: City Council; committees and officers serving under the Council; the Voluntary Fire Department; the Voluntary Fire Department Auxiliary; the Bromley Civic Association; and other citizens whose purpose is lawful and acceptable in the discretion of the City Council; except that, no person shall be permitted to use the City Hall who has, at the time of request, any delinquent amount due to the city for unpaid taxes, assessments or liens.
