(A) The owner shall be responsible for compliance with all of the provisions of this Code except where the responsibility therefor is specifically placed elsewhere.
(B) The Building Commissioner and other city department heads and their representatives are hereby authorized to make or cause to be made inspections of all structures or premises used for dwelling purposes, and secondary or appurtenant structures, to determine whether such structures or premises conform to the provisions of this Code.
