(A) Variance. The Board of Zoning Appeals may grant a variance to the schedule provided in § 1284.05
in accordance with existing laws of the city.
(B) Land Bank. The Planning Commission may grant a conditional permit to allow selected off-street parking facilities to be maintained as a lawn until such time as such off-street parking facilities may be deemed necessary as determined by the Planning Commission or the Building Commissioner. At that time, the “land banked” parking facilities shall be brought into compliance with the regulations of this chapter and any conditions as set forth by the Planning Commission in the conditional permit.
