§ 1042.07 SANITARY SERVICE CONNECTION STANDARDS.
   (A)   Compliance Required.
      (1)   The sanitary service connection standards set forth in this section are hereby duly adopted as the sanitary service connection standards of the city.
      (2)   No person shall connect or tap into any part of the city sanitary sewerage system without fully complying with these sanitary service connection standards.
   (B)   Preconnection Procedures. A sewer contractor, before laying pipe or making a connection, shall uncover the existing tee or crossover to ascertain the condition thereof. No sewer pipe shall be laid before the city is given 24 hours’ notice. The sewer contractor shall determine the slope of the building sanitary sewer from the elevation of the existing public sanitary sewer and the connection at the building. If there is not enough fall available to provide a 1% minimum slope, the city shall be advised immediately. Sewer pipe laying shall start at the downstream end.
   (C)   Grease, Oil and Sand Traps. Service connection sewers from wash racks, grease racks, loading docks, and the like and all types of commercial or industrial installations where grease, oil and petroleum waste products are discarded, shall be connected to appropriate grease separators and/or sand or oil traps and connected to sanitary sewers. Service connection sewers from commercial kitchens shall be connected to appropriate grease traps and sanitary sewers.
   (D)   Building Connections. A separate and individual sewer connection shall be made to each building. No connection shall serve more than one building, unless specific authority is given by the city.
   (E)   Cover. All service connections shall have a minimum cover of three feet.
   (F)   Grades. All service connections shall be constructed on a minimum grade of 1%.
   (G)   Sewer Bedding. Sewers shall be bedded on six inches of premium bedding with a cover of one foot of premium fill over the pipe. Premium bedding and fill shall be No. 8 limestone.
   (H)   Test Tee Cleanouts. A test tee cleanout must be installed one foot behind the right-of-way on the sewer line at all deflections over 30 feet, and every 100 feet in straight runs, in order to facilitate future cleaning. The test tee cleanout fitting shall be marked with arrows on driveways, sidewalks or curbs at right angles to such test tee cleanout. A plastic cover with metal embedded in it will be used at all locations to cap the test tee and cleanouts.
   (I)   Interior Plumbing. Interior plumbing work shall be done by plumbers licensed in accordance with Chapter 1445.
   (J)   Abandonment of Household Sewage Disposal Systems.
      (1)   Household sewage disposal systems shall be abandoned in the following manner after connection is made to a sanitary sewer.
         (a)   All lines to underground tanks shall be cut off.
         (b)   Underground tanks shall be pumped out dry, cleaned and disinfected. A receipt of pump out is required and a copy shall be submitted to the city.
         (c)   The lid shall be crushed and all tanks shall be completely filled with stone or other approved suitable material.
      (2)   Components to be filled include septic tanks, leaching wells, holding tanks, aeration tanks, dosing tanks, distribution boxes, and the like.
   (K)   Connection Materials. The following materials may be used for sanitary service connections:

   (L)   Use of Old and New Pipe. If new pipe is used from the foundation wall to the street, no air test is required. If old pipe is to be used, it shall be inspected by the city. New pipe must be used to at least five feet before the inlet to a septic tank. New pipe shall be connected to old pipe by Michelin coupling or other approved devices. In cases of extreme hardship in complying with this division (L), a resident may ask for a review by the Board of Review, as constituted in § 1042.21 . In all cases before final tie-in, the sewer line shall be smoke tested. Such test will be inspected by the city.
    (M)   County Standards. Any item not covered in this section will be governed by County Sanitation Engineering Standards.
