(A) If a conflict arises in the interpretation of this chapter, the Board of Review will be convened and the decision of the Board regarding such interpretation shall be final.
(B) The Board shall be comprised of the Building Commissioner, the Chairperson of the Service Committee of Council or his or her representative, and three disinterested residents of the city. A majority vote will be constituted by a vote of three.
