Council may issue a special permit required by § 820.01 upon written application made by the person who proposes to maintain, conduct, promote or operate the mass musical or public entertainment, together with the owner, lessee or licensee who proposes to license, rent, lease or otherwise permit such mass musical or public entertainment, both of whom are hereinafter designated as the applicant, in accordance with the procedures hereinafter stated.
