§ 820.01 PROMOTION OF EVENTS AND USE OF LAND; PERMIT REQUIRED.
   (A)   No person shall maintain, conduct, promote or operate on any lands, premises or picnic groves in the city, other than in established theaters or auditoriums licensed or permitted for public occupancy as limited by law, any mass musical or public entertainment, of various designations, including, but not limited to, “pop festival”, “rock music festival”, “rock festival”, “jazz festival” or “rock and roll music festival”, except pursuant to a special permit issued by a two-thirds affirmative vote of Council as hereinafter provided.
   (B)   No owner, lessee, licensee or other person having a right to, or interest in, any real property within the jurisdiction of the city, shall license, rent, lease or otherwise permit the use of such real property, or a part thereof, for any mass musical or public entertainment, as provided in division (A) hereof, other than in established theaters or auditoriums licensed or permitted for public occupancy as limited by law, except pursuant to a special permit issued by Council.
