Prior to any individual, firm, corporation, organization, or utility digging in the public lands of the village, such individual, firm, corporation, organization, or utility shall contact JULIE, and obtain the location of all underground utilities, buried water lines, gas lines, telephone lines, cable lines, and the like, to prevent any injury or damages to the same.
