Prior to any individual, firm, corporation, organization, or utility digging in the public parks or other public lands of the village, a permit shall be obtained from the Board of Trustees, or its duly authorized agent; and, with the application for such permit, there shall be paid the sum of $1,000, cash or cashier’s check only, as a deposit.
