(A) Authority to place barriers. Whenever any public street, bridge, culvert, or sidewalk thereon is being built or repaired or is being oiled or improved, the public works committee having such work in charge shall, when it deems it necessary, erect or cause to be erected at such points as it shall deem desirable, suitable barriers, with signs thereon, stating that said street is closed and by whose order said street has been closed. Said officials may, in their discretion, erect or cause to be erected, at such places as they may deem best, detour signs directing travel around said construction.
(B) Removal of barriers or defacement of street. Whenever any street, road, or alley has been closed as provided herein, it shall be unlawful for any person to move or take down said barrier or sign or to deface any part of said street so closed, except to walk upon a sidewalk not being repaired on said street.
