(A) No person shall distribute any handbills or circulars, or post, place or erect any bills, notice paper or advertising device or matter of any kind in any public park, cemetery, playground or recreational facility, except such as may be authorized in writing by the Community Activities and Services Director or designee.
(B) It shall be unlawful for any person to practice, carry on or conduct any trade, occupation, business or profession, or to sell or offer for sale any merchandise, article or thing whatsoever within any public park, playground or recreational facility without being properly authorized and licensed by the city.
