(A) A meter deposit shall be required and shall be determined by resolution adopted by the City Council. Said meter deposit may be changed by resolution from time to time as the requirements of the city demand.
(B) Upon receipt of on-time payments for 12 consecutive months, the city shall apply the full deposit to the consumer’s utility bill. If payments are not received on time for 12 consecutive months, the deposit shall be held and applied to its bill upon termination and any remaining amount returned to the consumer.
