The Council shall be the Land Use Authority for all final plat applications for ten or more lots, or when a dedication of any kind is proposed or required. The Director, or designee, shall be the Land Use Authority for all final subdivision plat applications proposing nine or fewer lots and when no dedication of any kind is proposed or required. The Director, or designee, shall be the Land Use Authority for all no-dedication, combined preliminary/final subdivision plat applications for subdivisions of five or fewer lots.
