There is hereby created a utility billing section within such department(s) as may be designated by the City Council. The billing section shall be responsible for the calculation and rendering of all city utility bills. The utility billing section shall maintain account records for each customer that includes the customer’s name, billing address, service address, current charges, and account history, including past due charges, penalties, and fees.
