No owner of a dangerous dog shall permit the dog to go beyond the property of the owner unless the dog is:
(A) Properly muzzled to reasonably prevent the dog from biting;
(B) Restrained with a harness and a chain having a minimum tensile strength of 300 pounds and not exceeding three feet in length; and
(C) Under the control of a person 19 years of ago or older.
