§ 30.54 ELECTION OF OFFICERS; CERTIFICATIONS REQUIRED; HOW COUNCIL MEMBERS ELECTED.
   (A)   No later than January 5 of each even-numbered year, the City Council shall certify to the Secretary of State, the Election Commissioner, or the County Clerk the name of the city, the number of officers to be elected, the length of the terms of office, the vacancies to be filled by election and length of remaining term, and the number of votes to be cast by a registered voter for each office. The Secretary of State, Election Commissioner, and County Clerk shall prescribe the forms to be used for certification to him or her.

   (B)   City Council members of the city shall be elected on an at-large basis for terms of four years, with the terms to be staggered so two City Council members are elected every four years.
