It shall be prohibited for any person to obstruct access to a city utility water meter whether in a public right-of-way or on private property. Should any person, in violation of this section, refuse to remove an obstruction within 24 hours after notification to do so, the city shall cause the obstruction to be removed at the owner's expense, including, but not limited to, towing and storage charges for vehicles.
