361.15 STORAGE ON CITY STREET.
   (a)   No vehicle shall be stored on any street, alley or public ground. A vehicle parked or remaining at the same location upon any street, alley or public ground for more than seven consecutive days shall be considered as being stored. In order to avoid penalty under this section, a vehicle must be moved each seven day time period unless the owner can properly demonstrate reasonable grounds for his or her or its inability to move the vehicle, such as (but not limiting) vacations and sickness. Vehicles must be capable of moving under their own power. Vehicles further must be moved at least twenty feet in distance from the previous parking space and such movement of the vehicle can not be made for the sole and only purpose of avoiding or defeating this provision. A violator of this policy shall bear the burden of proof that his, her or its vehicle is not being stored.
   (b)   Whenever any police officer finds a vehicle standing upon a street, alley or public ground in violation of this subsection, such officer is hereby authorized to remove such vehicle pursuant to Section 303.07 “Impounding of Vehicles; Redemption” of this Code in addition to other penalties so prescribed.
