No person shall use the public streets, avenues, roads, alleys or other public ways of the Municipality for the purpose of engaging in or playing any games or recreational activity if such use is determined by a majority of the governing body of the Municipality to constitute a nuisance to the residents of the area or a hazard to the participants in such activity or those lawfully using such street, avenue, road, alley or other public way.
