(a) Prior to the issuance of a Letter of Compliance, the Building Inspector shall inspect each Commercial Building, Commercial Building Unit, Industrial Building, Rental Dwelling or each Rental Dwelling Unit for compliance with the State Building Code as adopted in Article 1711.
(b) The Inspector shall conduct all inspections during reasonable hours of the day and after presentation of proper identification. The owner may arrange, and the occupant, if any, shall have the opportunity to be present during an inspection. In all cases, if the occupant or owner of a Commercial Building, Commercial Building Unit, Industrial Building, Rental Dwelling or Rental Dwelling Unit refuses entry to conduct inspection, the Building Inspector is authorized to pursue entry pursuant to the State Building Code as adopted in Article 1711, or as otherwise provided by law.
(c) Where a Rental Dwelling contains more than one Unit, the Building Inspector shall inspect all Units or at the discretion of the Building Inspector, a random sample of Units.
(d) The following shall be exempt from inspections:
(1) Newly constructed Commercial Buildings, Industrial Buildings or Rental Dwellings shall be exempt for the first five (5) years once the Use & Occupancy Certificate is issued.
(e) All Commercial Buildings, Commercial Building Units, Industrial Buildings and Rental Dwellings shall comply with the State Building Code prior to leasing, renting, occupying or permitting the occupancy of the property.
