§ 34.30 PARAMEDICS.
   (A)   The Village Council authorizes the creation of a part-time paramedic position which shall be an individual who will provide patient care and the transportation of the sick and injured as directed by state law, regional protocol, and the standard operating procedures set forth by the Village Volunteer Fire Department (VFD), and as outlined in the following.
      (1)   Qualifications.
         (a)   Minimum of a high school diploma or equivalent;
         (b)   Current Ohio Paramedic Certification, EMT/P;
         (c)   Current Basic Life Support Healthcare Provider CPR;
         (d)   Current Advanced Life Support card;
         (e)   Current Pediatric Life Support (PALS);
         (f)   Blood borne Pathogen Education;
         (g)   Hazardous Material Training - Awareness;
         (h)   Emergency Vehicle Operation Training;
         (I)   Any other certifications or training requirements as required by law, regulation or by the guidelines of the VFD; and
         (j)   Valid Ohio driver’s license.
      (2)   Background verification. Must successfully pass a background check, a physical and a drug test all of which will be provided by the village at the village’s expense.
      (3)   Probationary period.
         (a)   The individual shall be hired for a six-month probationary period.
         (b)   Upon completion of the six months the employee may be discharged or retained, or continued for an additional six-month probationary period upon the recommendation of the Fire Chief to Village Council.
      (4)   Limited benefits. This position will be limited to a maximum of 24 hours per week and will be provided limited benefits as provided to other part- time village employees.
      (5)   Supervision. The part-time paramedic will be under the supervision of the Fire Chief and the full-time paramedic. Their duties, job summary, job relationships and other aspects of the position are outlined in the VFD Paramedic Program Standard Operating Procedures. In addition this employee will perform any other duties as directed by the Fire Chief or the full-time paramedic.

      (4)   Limited benefits. This position will be limited to a maximum of 40 hours per week and will be provided the same benefits as any other full-time village employee.
      (5)   Supervision. The paramedics will be under the supervision of the Fire Chief. Their duties, job summary, job relationships and other aspects of the position are outlined in the VFD Paramedic Program Standard Operating Procedures.
      (6)   Duties. The full-time paramedic will provide a weekly schedule for the paramedic program, handle billing documentation, monitor and supply any needed ambulance inventory, any VFD clerical work and other duties as directed by the Fire Chief.
   (C)   Uniform allowance.
      (1)   Full-time paramedic’s uniform allowance. There shall be provided for the use of the
village’s full-time paramedic an allowance for uniforms and related items and equipment in the amount not to exceed $300 annually, payable one-half on March 1 and one-half on September 1, available for each full-time paramedic on said dates. The full- time paramedic shall present invoices to the Village Clerk-Treasurer and said invoices shall be paid from paramedic program funds.
      (2)   Part-time paramedic uniform allowance. There shall be provided for the use of the village’s part-time paramedic an allowance for uniforms and related items and equipment in the amount not to exceed $150 annually, payable one-half on March 1 and one-half on September 1, available for each part- time paramedic on said dates. In order to be eligible for this allowance the part-time paramedic must have worked a minimum of 100 hours in the preceding year (January through December). The part-time paramedic shall present invoices to the Village Clerk-Treasurer and said invoices shall be paid from paramedic program funds.
   (D)   Wages. Wages for the paramedics in the village’s paramedic program shall be as set by Council.
   (E)   Additional hours. The Village Council authorizes additional paramedic program coverage hours of 12 hours on Saturday and 12 hours on Sunday under the guidelines established by divisions (A) and (B) above. The specific hours of operation of those two days will be decided by the Village Fire Chief.
   (F)   Departure. In the event a paramedic trainee leaves the service of the village after a short period, all paramedic trainees shall be required to enter into a contract providing for the repayment of training costs in accordance with such terms as Council may from time to time determine.
