(A) No person shall deposit, or cause to be placed or deposited upon any street or sidewalk in the village any wood, coal, box, barrel, crate, keg, lumber, wares, furniture, merchandise, waste paper, rags, rubbish or any other materials, thing or obstruction, whatsoever; provided, however, that it shall not be unlawful to deposit any of the aforementioned materials where their placement is for such reasonable time as may be actually necessary for receiving or discharging the same from some store or building and where the materials are placed in a manner so as not to obstruct drainage.
(B) In business districts where the sidewalk is at least eight feet in width, merchants shall be permitted to display merchandise, goods, wares, on the three feet width of the sidewalk adjacent to their business premises. If the sidewalk is less than eight feet in width, a minimum width of five feet nearest the street must not be occupied by vehicle displays.
(C) It shall be unlawful for any person, alone or in concert with a group of persons, to stand or sit in the right-of-way for the purpose of obstructing the free passage of vehicles in the streets, or pedestrians on the sidewalks and crosswalks.
