No person in or adjacent to a park shall fail or refuse to comply with any lawful order relating to the regulation, direction or control of traffic, or to any order lawfully given by any officer, nor shall any such person fail or refuse to comply with any reasonable restriction established herein, or by the Administrator, for the proper use of the park; provided that the restriction has been properly established and the appropriate signage erected.
