§ 53.04 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   DWELLING. Any building, or portion thereof, which is designed or used primarily for residence purposes, including one-family, two-family, multi-family, and manufactured or mobile home, but not including rest homes, hotels, motels, boarding houses, lodging houses, or tourist dwellings.
   RATES AND CHARGES. Utility rates and charges are the components of a utility bill provided to a utility customer on a monthly interval based on the consumption by that customer as well as additional fees that provide the revenues required for the utility's current and future operations.
