§ 53.16 RATES.
   (A)   Water rates for the village shall be decreased and to take effect January 2020, billing as follows:
 
First 2,000 gallons
$3.38 per 1,000 gallons or part thereof
Above 2,000 gallons up to 30,000 gallons
$2.52 per 1,000 gallons or part thereof
Above 30,000 gallons
$1.78 per 1,000 gallons or part thereof
Plus capital charge
$21.06 per account
Monthly minimum including capital charge
$24.44 per account
 
   (B)   An automatic increase.
      (1)   Village Council hereby authorizes automatic increases of all water charges once per year, every year, beginning on January 1, 2021 and every year thereafter by a fixed percentage. This automatic increase shall apply to the water usage fee, the capital charge, the tap fee, and the bulk purchase fee, and any other service charges.
      (2)   The fixed percentage shall be 2.75% unless Council approves an action to adjust this amount prior to the automatic increase date. Every three years a water rate study will be performed in a timely manner to provide Village Council with relevant information to allow them to conduct an informed review of the water rates and the financial stability of the village water operations.
      (3)   The automatic increase shall be effective on January 1 of each year and be reflected on the customers’ February bills and be effective throughout that 12-month period.
   (D)   Service deposits for water service will be $30.
   (E)   Water service tap fee. The village shall require a deposit of $1,500 for tapping a village water main. The village will perform the tapping of the main, and furnish and install the piping, corporation stop, curb stop and curb box, and other appropriate materials. The cost to the village will be applied against the $1,500 deposit, and any funds remaining shall be refunded. Should the cost for the tap exceed the $1,500 deposit, the applicant shall pay the difference before the water service is turned on.
