§ 36.001 BUDGETING PROCEDURE.
   (A)   A financial report shall be compiled listing revenues and expenditures.
   (B)   With the aid of this report all departments (street, fire and police) are to prepare departmental budgets for the coming year with an eye toward any out of the ordinary expenditures and submit it to the Mayor for his or her review. The Mayor then submits the reports to the Village Clerk- Treasurer.
   (C)   Council and its committees are to review the financial report, make any recommendations for more frugal spending, and report any expenditures they may foresee in the coming year.
   (D)   The Mayor is to review the above reports, make any recommendations for better spending and the like and list any expenditures he or she may foresee.
   (E)   The Village Clerk-Treasurer is to review the recommendations of the departments, Council and the Mayor, with the recommendations in mind, the Clerk-Treasurer will draw up the new budget.
   (F)   A copy of the proposed budget is to be available in the Village Clerk-Treasurer’s office not less than ten days before its adoption by Council.
