It shall be unlawful for three or more persons to assemble, except in public meetings of citizens, on any sidewalks, street corners, street crossings or near the mouths of the alleys of the town to the obstruction of the same so as to hinder or delay any person passing in, upon or along the same, or the owners or occupants of the property adjacent thereto.
