No owner or occupant of any real estate within the town shall permit any rank, obnoxious or troublesome vegetation or weeds to grow:
(A) More than 12 inches high or mature upon premises owned or occupied by such person; or
(B) Upon, in or along any of the sidewalks, streets or alleys adjoining the same.
