When in use during the period of darkness, each bicycle shall be equipped with and shall display a white light on the front thereof, said lamp to be securely fastened to the bicycle and plainly discernible from a distance of 300 feet ahead under normal atmospheric conditions, and a red reflector on the rear thereof which shall be plainly visible at night in the lawful lights of motor vehicles for a distance of 200 feet to the rear under like conditions.
