§ 72.23 MUNICIPAL OFF-STREET PARKING.
   The Chief of Police and the Traffic Engineer are hereby authorized to erect signs in “off-street” parking areas maintained by the town, designating parking time limits in certain portions so designated and the time limits adopted by resolution of the Town Council.

§ 72.24 PARKING TIME LIMITATIONS.
   No person shall park or leave a vehicle unattended for more than 24 hours in any municipal “off-street” parking area, nor shall any person park or leave unattended a disabled or inoperable vehicle or a vehicle with an expired license or registration in any municipal “off-street” parking area.

§ 72.25 PARKING TIME LIMITED AS POSTED.
   When appropriate signs are erected in “on-street” parking areas giving notice thereof, no person shall park a vehicle for longer than the time specified.

IMPOUNDMENT AND ENFORCEMENT
§ 72.40 AUTHORITY TO IMPOUND VEHICLES.
   Members of the Police Department are hereby authorized to remove a vehicle from a street or highway to the nearest garage or other place of safety or to a garage designated or maintained by the Police Department, or otherwise maintained by the town, under the following circumstances:
   (A)   When a vehicle is found unattended in any place as may be prohibited by this Traffic Code;
   (B)   When a vehicle upon a highway is so disabled as to constitute an obstruction to traffic and the person or persons in charge of such vehicle are, by reason of physical injury, incapacitated to such an extent as to be unable to provide for its custody or removal;
   (C)   When any vehicle is left unattended upon a street or alley or is so parked illegally as to constitute a definite hazard or obstruction to the normal movement of traffic;
   (D)   When any vehicle is left unattended upon a street, alley or municipal parking lot and is parked illegally, or parked in a place as may be prohibited by this chapter, and such vehicle interferes with snow plowing, snow removal, leaf removal, street cleaning or the maintenance of streets or public utilities; or
   (E)   When any vehicle is left unattended upon a municipal parking lot and remains there 24 hours after being tagged with a notice to remove by the Police Department, or such vehicle is inoperable, disabled or not currently licensed and registered.

§ 72.41 NOTICE OF IMPOUNDMENT.
   (A)   Whenever an officer removes a vehicle from a street as authorized in this chapter, or other place as is authorized in this chapter, and the officer knows or is able to ascertain from the registration records in the vehicle the name and address of the owner thereof, such officer shall immediately give, or cause to be given, notice in writing to such owner of the fact of such removal and the reasons therefor and the place to which such vehicle has been removed.
   (B)   In the event any such vehicle is stored in a public garage, a copy of such notice shall be given to the proprietor of such garage.

§ 72.42 COST OF IMPOUNDMENT.
   The cost of such removal and the cost of such storage shall be borne by the owner thereof, and such vehicle shall be entitled to be held until such costs are paid in full.
