Whenever a motor vehicle is being operated on a roadway or shoulder adjacent to a roadway between sunset and sunrise or at any other time when persons or vehicles are not visible at a distance of 500 feet, the person who drives the motor vehicle shall use a distribution of light or composite beam directed high enough and of sufficient intensity to reveal persons and vehicles at a safe distance in advance of the vehicle.
