(A) A person may not obstruct vehicular or pedestrian traffic by stopping, parking or leaving an attended or unattended vehicle on the paved or main traveled part of a highway, sidewalk or any other public right-of-way within the town.
(B) This section does not apply to a person who drives a vehicle that becomes disabled while on the paved or main traveled part of a highway in a manner and to the extent that it is impossible to avoid stopping and temporarily leaving the disabled vehicle on the highway.
