§ 20.28.140 OTHER OFF-SITE DIRECTIONAL SIGNS.
   A.   1.   Other off-site signs utilized to direct pedestrians or motorists to a particular location may be permitted in any zone subject to the approval of the Planning Commission pursuant to the procedures set forth in this zoning code, governing the issuance of conditional use permits.
      2.   The application for such a permit shall conform to those requirements set forth in § 20.28.050 above, and the criteria set forth in § 20.28.060.C. as well as the following criteria shall be applied by the Planning Commission in considering such an application.
         a.   Each such sign shall not exceed four (4) square feet in area.
         b.   Illuminated signs may be permitted if located not closer than one hundred (100) feet from an occupied residence.
         c.   Such signs may be permitted in any zone.
         d.   No such directional sign shall be placed on public right-of-way without approval by the City Council after a recommendation from the Planning Commission.
   B.   Signs directing persons to such activities as garage sales or residential open houses may be permitted in all zones subject to approval of the Development Services Director or his or her designee.
   C.   The use of flags, streamers, pennants, banners, and spinners shall be subject to the approval of the Development Services Director or designee.
