§ 10.24.030 PERMIT REQUIRED FOR EXTENDED OVERNIGHT ON-STREET PARKING.
   A.   No person shall stop, stand or park any vehicle on any street for a period of time longer than thirty (30) consecutive minutes between the hours of 2:00 a.m. and 6:00 a.m. of any day.
   B.    Any resident of the city may apply for an annual, temporary, or twenty-four (24) hour overnight parking permit, in accordance with the city Overnight Parking Permit Policy and Procedure Manual, as the same may be amended from time to time. Applicants for annual and temporary overnight parking permits shall be required to pay a nonrefundable administrative fee in an amount set by resolution of the City Council, a refundable deposit, and if found necessary by the permit officer, a bond or other security guaranteeing compliance with any conditions imposed in connection with the issuance of an annual permit shall also be required.
   C.   The provisions of paragraph A. above shall not apply to any vehicle bearing a valid annual, temporary or twenty-four (24) hour overnight parking permit provided the permittee is in compliance with all requirements necessary to the issuance and use of the permit.
   D.   It shall be unlawful for any person to affix an annual or temporary overnight parking permit to any vehicle other than that vehicle to which such permit was issued.
