The Traffic Engineer is hereby authorized to establish time limits for parking on any city street and within any city or city redevelopment agency-owned or operated off-street parking facility, and to post signs and/or mark curbs or pavement to indicate such time limits. When authorized signs or markings are in place giving notice of the parking time limits, no person shall stop, stand or park any vehicle upon any city street or within any city or city redevelopment agency-owned or operated off-street parking facility so posted, for a period longer than the time indicated on the sign or marking.
