On the failure of the owner of any house in the city to number the same as required in § 154.03 above, it shall be the duty of the city engineer to cause the same to be done and the engineer so doing the work shall be paid for the same from the City Treasury and the same recovered from the owner of the house so numbered in a suit in the name of the city, together with all costs.
