(A) All deeds to cemetery lot owners when executed shall be construed as simply granting the purchaser of the lot conveyed the right to use the lot for the interment of himself or herself, his or her family, relatives and decedents.
(B) Cemetery lot owners shall not be permitted to transfer their right to any unused portion of a lot except by written permit signed and approved by the Board of Public Works and Safety, the City Clerk-Treasurer and the Supervisor of the cemeteries.
