§ 90.63  CONTROL OF PUBLIC ASSEMBLIES AND GROUPS.
   (A)   It shall be the duty of every owner, proprietor, manager or person in control of any theater, opera, moving picture show, public entertainment or public assembly, to keep the aisles and ways of ingress and egress to and in the room where people are assembled, by chairs, persons or other unobstructed obstructions of any kind or character, so in case of that fire or any other emergency, the aisles in the room and the exits therefrom will be unobstructed, and thereby facilitate the escape of persons from the room. The failure to perform that duty is declared unlawful.
   (B)   It is declared unlawful for any person to obstruct the aisles in any theater, opera, moving picture show public entertainment or other public assembly, or the exits therefrom, by congregating or standing therein, or in any other manner, to the end that aisles and exits shall be free and unobstructed so that persons in the room in case of fire or other emergency, may escape therefrom without any delay.
   (C)   In every room used for theatrical, operatic or moving picture show purposes, or for public entertainments or public assemblies, the word "Exit" shall be painted in plain English language, not less than 8 inches in length, over each door or place of egress, and every word "Exit" shall have over the same a red light at times when the room is being used for public gatherings. The light shall be in relation to the word "Exit" that the light will be reflected thereon, so that the word "Exit" may be seen by all persons in the room whenever the room is in use for any of the purposes aforesaid.
   (D)   It shall be the duty of every owner, proprietor, manager or person in control of any moving picture show to cause to be constructed and maintained from the film room, in which the films are operated, an air tight flue or duct 14 inches in diameter to the outside of the auditorium or assembly room in order that all fumes and smoke may pass through the duct or flue from the film room to the outside of the auditorium or assembly room in case of fire, and not escape into the auditorium or assembly room, so that the danger of persons breathing the poisonous fumes and gases and smoke will be prevented, and it shall be unlawful to conduct any moving picture show or operate any film unless the room in which the film is operated shall be connected with the outside of the auditorium or assembly room by and with a flue or duct and it be so arranged and constructed that the fumes and smoke and gases resulting from the burning of the film, or other matter in the film room, will pass through the duct to the outside of the auditorium or assembly room and not escape into the auditorium or assembly room.
