The Building Commissioner reserves the right to require additional insurance and/or bonding if in his opinion the work being performed is of such a nature that such additional insurance and/or bonding is necessary. The Building Commissioner may refuse any applicant if in his opinion such applicant is not qualified to do the work required. Upon refusal of the Building Commissioner to issue a certificate of registration, the applicant may appeal the denial in accordance with Section 1302.08.
