No person shall interfere with the Shade Tree Commission and/or the Village, its employees, agents or contractors while engaged in or about the carrying out of the provisions of this chapter or the doing of any of the work recommended by the Shade Tree Commission and/or ordered by the Village to be done hereunder. Nothing herein shall be construed as an attempt to prohibit the pursuit of any remedy, legal or equitable, in any court of competent jurisdiction for the protection of property rights by the owner of any property within the Village.
